Another idea: copy the complete UT installation (maybe without all maps, if the installation is too big) to another directory or even drive or stick with preferably FAT32 file system to see if the problem is copied also.

Groundhog Day... Please also avoid releasing files with the same name but different content - that may cause file mismatches. For example use short form of "Release Candidate" with numbers for WIP-versions: "DM-Hellfire-RC1", "DM-Hellfire-RC2", ...

Start Regedit.exe and do a search for "UnrealEd". Maybe there is an entry that causes that program to be handled specially.

Case is a matter of the file system, not of applications.
Another thought @Hellkeeper: have you tried running UnrealEd.exe as Administrator?

UnrealEd.exe does not work on its own as it needs its .dll from /system/, so simply moving it is not possible, it would require reinstalling the entier game elsewhere. Sorry, I didn't test that. What I wanted to achieve is to execute a "fresh" UnrealEd.exe where no potentially compatibility setting...

iirc, make sure the zone where the flag falls has painzone set to true. that property will cause the flag to return after a small time delay.
