I could not reproduce that problem with locked rotation too.
The only significant issue i have seen with this map is RotatingMover0 and RotatingMover1 that work improperly and block players.

Any move mouse ignored, turn from keyboard ignored. Only strafe and forward/backward work. Mouse up/down/center from keyboard - ignored. Fire from mouse - work. It seems actual tick rate is less than normal, or, maybe the way it was measured is incorrect:

It is important to make sure if option #1 gives no result either, that would mean this problem definitely is not TSC/Clock-speed related. I never changed Eist option under xp, and the game ran always fine ... Or maybe win7 has a different management of Eist? I tried to play with "timedemo statistics" active, and seems that during those "slowdowns" the fps mantains the same value (they are blocked around 60). I did expect that during slowdowns this fps value should have to decrease considerably... This happens because unlike C-states EIST slows down CPU...
