What's the server log output? If there's no error showing, and the log just stops in the middle, it's most likely caused by to many ServerPackages. He wants to know whether the bNoDelete actor option overrules the bNoMonster Gametype setting. He probably wants to ensure his Non-Player Pawns are always present in the map, no matter of the local/server settings.

UMOD files contain a manifest.ini which will add the info to your install. The manifest inside the UMOD contains extra info such as the size of the files. But UMODs don't need to be delivered with a Manifest.ini file in the same package - as you said, the info is contained inside the installer pack...

I believe it's the other way around: When installing a UMOD, stuff like the new files and belonging filepaths, version and mod title are simply logged in your Manifest.ini (to keep track of the stuff installed).
