You might want to add a safety check which will stop the loop after some time, otherwise it will crash if no sound is set at all.

Nexgen also offers this feature: You can either set the server into Tournament-Mode, which will require all players to left-click, or run it in Match Mode- which will require a Match-Admin to start the game.

It pretty much all depends on each clients personal brightness setting, which basically make it look different from the editor. I assume UT kinda adjusts this setting in windowed mode?

If you really consider realizing this, you wouldn't launch the IRC connections from the gameserver, but from each client.
