It's in the UKReplacmentPU package Look for UKFlightRing.
There's a mutator in which it replaces the UDamage but it can, of course, be placed in a map or summoned (UKReplacmentPU.UKFlightRing). Someone with more skill/knowledge than me may be able to exract it for use as a standalone package.
