No I don't think it's the same one, it got a bit confusing (especially with the UnrealArchive entries now LOL), this one started more as a BT guy, the current active one (now as Lunic) is more a sniper guy.

I ran a UT level design competition through the Unreal Playground forums with a fixed poly count limitation (among other things) which was very successful. At one stage we had 17 entrants. Unfortunately several of them had to withdraw from the competition due to the time restraints or poly count rules of the competition. The competition eventually had eleven entries, and these were from CyberSirius, ReNeGaDe-DeAtH, fragnbrag, Frieza, Uncle_Bob, TexasGtar, Smelnick and Master Roshi, with the winners being Nix in third place with his DM-Glyk034][, HortonsWho in second place with his CTF-BlindFuryLP and first place was awarded to L.J. Paranoid with his DM-Bralta. Congratulation again to the winners and thanks to everyone who checked in on the competition whilst it was in progress and contributed in one way or another! Other authors that had to withdraw for various reasons included fritz, Ironblayde, Nahand, evil_blue_dude, Sarevok and N/\CHO. Some of their works will now be included in the slowly coalescing Community Tribute Classic pack volume 2, so noone's really missed out. You can grab the winners pack from my competition right here.

Thunderstrike's Unofficial Mapping Contest:
This was never a map pack, each map was released individually if I remember correctly. It looks like I was linking to some file called "ts_lowpolycomp_winners.zip" but its probably just top 3 maps in a single zip. I tried scouting the old UnrealPlayground forums via waybackmachine but couldnt find the original thread.

I even went over to NiX's defunct forum, not even a mention of anything close to those.
