Just take the textures from those games, resize and convert to .pcx, and use them in ut99.
Of course, you'll need to have those games to do it.

UT2003/04 textures and sounds for example can be directly exported from the unrealed as DDS.
You can also rip them with UTPT (=Unreal Tournament Package Tool) or 3D Ripper DX. What I prefer however is uModel by gildor.
