What's the mod that allows servers to vote for maps & game type?

Thanks a lot man, I know it's probably annoying when people come here and ask dumb questions. It's just that I've tried ASC and a couple other admin tool mods, i just don't understand how to install them and stuff.

I've installed it and stuff, but when I'm in a game and try to change the options, the box is too large for me to see the tabs. Is there anyway to resize the size of the entire box?

Maybe your screen resolution is to low...

in-game is 800x600, it used to be fine until I joined some server that had that mod on there, and theirs was huge.
Guessing they did that so people couldn't go through the other tabs

I also have another question, but i don't wanna make a whole different thread for it.

I host a server for me and a friend to play on (just 1v1), and i add mutators such as assault rifle, vengence relic and unlimited ammo. But he can't see his sniper (which turns into assault rifle), he says he doesn't see the cross-hair or the gun, it's just invisible. Any idea what this could be or how to fix it?

He should reset the HUD...just click the Reset-button in Options->Preferences->HUD:
