tearing with VsyncOFF, lag with VsyncON?

huuh
i found not excellent, but good solution for me
i make total reinstall UT99 and now speed, framerate and smooth feels much better on default opengl or Loki\Daniel Vogel's OpenGL driver driver with default settings in UT INI settings and Nvidia panel.

ps try ogl37 after reinstall - game sucks again, i stay on default driver and settings

i discover two very interesting things, ut99 runs even more response, smooth and fast
1. when i turn on "classic theme' in Win7
2. and when i close HWmonitor(cpuid), i start it in background for monitor temperature
