From the readme "help_en_ru.txt" of above Stop_Game_Explorer_1_1:
additionally delete the old records of your installed games from this registry branch
[HKEY_LOCAL_MACHINE \ SOFTWARE \ Microsoft \ Windows \ CurrentVersion \ GameUX]
Whow, after renaming the entry for "UnrealTournament.exe" UT starts within seconds (it took sometimes 10 seconds and more recently...) That's a candidate for my "StartUT.cmd" batch file now.

Your games are controlled by the "Game Explorer" program, which is built into Windows Vista / 7
If the name of your game is in the file-directory GameUXLegacyGDFs.dll, which contains the official names of more than 2000 games, then every time you start your game, Game Explorer connects to the Internet and transfers information to Microsoft. This slows the game and sometimes the game does not start when the Internet is disconnected.

"Stop Game Explorer" DOES NOT block classic Windows games (Kinder, Solitaire, Miner, Spider, etc.)
