Officially, the development is just paused, until they get enough (human) resources so they can get developers on UT4 again.
Although the reality may be that UT4 may suffer the same fate as Paragon in the end.

However, Fortnite is currently taking all those resources, and regardless of how much money they have made, they won't give out seniors back to UT4 when they are needed in Fortnite instead, and they won't let juniors take on UT4 either.
Instead, they sometimes place some stuff in Fortnite as an homage to UT overall (like the UT99 splashscreen and CTF-Face screenshot as paintings within house bedrooms).

Therefore there won't be any news any time soon I believe, probably for another year at least, especially because they are upping their bar in the Fornite side a lot in terms of development, and getting even more players and making it even more fun and diverse over time and getting more involved with the community, so they are only getting even busier with it.

If I am completely honest with you, it's probably more likely that they will include more UT elements in Fortnite in the way of game modes and weapons, instead of continuing UT4 itself.
Some months ago they even had added a weapon which was based on the Redeemer: a guided missile, which you would fire and your body would be still in place, while you guided the missile around.
It was removed though since it proved to be too overpowered in Battle Royale, even when they nerfed it down a notch.

Epic put everything else on hold for a week to get Fortnite released without any hitches.
2 weeks later they realised it was more popular than expected, and when the battle royale mod was added it became even more popular.
UT4 is not the only Epic project this has effected.
Fortnite hits the mark on a few important points for the modern era of gaming, and one of the most important for popularity is how enjoyable it is to watch someone else streaming their game.
Hands-down it beats UT for watchability, as there is more variety and changes of pace.
People that don't play UT won't watch UT matches, but plenty of people that have no interest in playing Fortnite will watch Fortnite.
This makes it more valuable for advert revenue.

The UT4 team is/was all volunteers, so at any time the project risked losing the Epic devs to a more important project.
When or if UT4 will continue development is something that Epic do not know.

I see the problem that companies (and politicians) try to ignore these days.
"We don't know" is not an option as an answer, so they either release a generic statement that says nothing, or just say nothing.

Even the Chaos team have no idea or internal feedback, so are porting everything to the full UE4 engine.
As Chaos it originally a mod for arena shooters, we now have to make the whole arena shooter.
A UT/Quake style experience is the core, so any bored or lost UT4 devs would be very welcome to help make it happen faster.
The long term plan is a full Chaos game in its own right, but for now the aim is to release something close to Chaos UT4.
With enough help we could easily beat Epics schedule for UT if it comes back.
Feel free to step forward with any UE4 or UT4 dev skills to make it happen and put you name in the gaming history book.

Since UT4 development started, ID software beat Epic to the punch, and the new Quake arena experience hit all the right buttons.
However against the backdrop of other games, even this mighty beast is not the big product that Q3A was.
Raw lean arena shooters now appeal more to the competitive and old-school gamers, not the casual gamers.
Even if UT4 is completed it will not be a big name.

In the time the ChaosUT4 mod has been developing, we have seen a few of our ideas (actually they were my ideas) turn up in other games and prove to be popular.
Chaos could have been the magic mod that made UT4 into a more watchable visual feast, for non players.
Now we have the struggle to find our own player-base, so when Chaos happens it will look very cool and have plenty of comedy moments to share with friends, but without compromising a good old fashioned competitive team game.

If you need Character Designer (with a little experience in working together with modeller... ) I would be glad to help out.

We do have a character designer, but now that we won't have the stock UT models we will need more designs, so it is possible we can use your work.
Unfortunately the swap to UE4 means that, at the moment more coders are needed to help move what we have before we will even have anything to play test.
A lot of the Chaos mod is custom code rather than just resources for UT.

Feel free to join the discord server and throw some designs at the team. Cyber-medieval is a common theme but not limited to it.
All previous UT character limits are now lifted.
Previous Chaos models are often great warriors stolen from another time or planet. If a sword looks good in their hands, you are on the right track.

I'll certainly join their Discord soon ...right now I have only 1GB RAM on that old machine (the other 2GB just died). But I have a new machine in the pole position. Only some cooling paste and a HDD and I'm good.
Hm, Cyber-medieval ...What about Medieval-Punk? :D
