Although like TheDane said, different regions have different rules, ut99.org in particular MUST abide by the EU law, and that's GDPR, since the server is hosted in EU, and Shade (the owner) also lives in the EU, so you can get him in trouble by doing things like posting IP addresses in public.
And even if there was no law, posting an IP address in public is always a low blow. It doesn't help your argument in any way, it's just a move out of disdain.
Even if that disdain is justified, many actions stemming from it are not, and this is one of them.
