I see there was a thread about mouse lag last month, but it doesn't look like there was a solution found. Maybe we can try again and do some experimentation...
I'm running Vista Home 64-bit, 8800 GT, LCD monitor @ 1680x1050. I'm definitely seeing the mouse lag others have mentioned. (I see this in the original Unreal as well.) Here's the thing - I suspect this might be due to vsync. When I do a "timedemo 1" or a "stat fps", the frame rate is pinned to constant ~60 fps, which is the refresh rate of my monitor. I've seen similar issues with other games where vsync plus a fast machine plus an older game ends up with mouse lag.
I thought I'd just turn vsync off, so I did a "preferences" from the UT99 console and set vsync to false. But after checking the frame rate, it was still at a constant 60 fps. I tried forcing it off in the NVidia control panel by setting vsync to "force off" in the global settings, but it's *still* stuck at 60 fps. Am I missing something regarding how to force vsync off? Does this feature work?
Can anyone running Vista and am LCD monitor confirm that you have been able to run UT99 without the vsync frame rate cap kicking in? If so, how did you do it?

Please give more details about your UT configuration. Most importantly - what video renderer are you using? You said you set VSync off in "preferences" so I assume you are using standard UT Direct3D renderer that has problems with newer systems.
In updated renderers VSync is called SwapInterval.
Please check this thread to obtain updated Direct3D or OpenGL renderer and configure your UT as described and see if the problem solves.

I bet your ut settings are too high therfor causing mouse lag. try lowering your resolution and setting your graphics to medium or low. also try alternate video renderees.
