We need some more details to know what exactly is going on.

Where do you host this?
What have you tried to resolve this issue?

On existing payed hosts like Gametracker/NFO the cause usually is the INI with old masterserver entries.

On complete Windows/Linux Machines private or VDS the causes can be;
UCC.exe/bin firewall exception /PortForwarding (UDP) issues / DoUplink=True (on the INI)
