Seems like a bad file off the disk, or you have some funky keyboard thing going on.

My guess.

Try one of those CD sector checking programs, clean the disk ?. maybe.

okay it appears to work now ... as is, except granted everything possible to the c:\unrealtournament folder, and then deleted the ini files (unrealed, unrealtournament, user).
ran ut first, set some preferences (open gl, audio, video), played face, then loaded the editor, blah blah, loaded a map, built it then ran it and presto joystick works.

winmerge diffed the ini files compared old and the new generated ones - omg craploads of stuff in the old ones ... now i have to put everything back bit by bit to see if it blows up!
