I have some where a copy of UT3 in my shelf ...so, the UEd3 can do this stuff.
maybe I give it a try.

UT2004 can export textures to .DDS format, but the editor's exporter adds extra texture data (from what I've figured out anyway) to the texture upon export (Which is why Irfanview and other image editors won't open them). Specific textures like TexCombiners, TexShaders, TexModifiers etc... are impossible to export. You can right-click->properties of one of these textures in UT2004 UED and you'll usually see the source texture listed somewhere (the regular, unmodified one) which is the one you need. Simply fire up UTPT, load that texture package, find that particular source texture and extract it as a .pcx or .bmp. The only issue you have to worry about with texture sizes greater than 512x512 or 1024x1024 is the actual file size. A few of these and your .utx will start to bloat pretty damn quickly

Ah, interesting. If it is including non-standard tags, that would be a problem (should send some to Irfan to add support).
Good point. Some textures in the newer engines have extra attributes attached. I assumed they would be stripped.
I mostly used UEd in 2K4 to build or compress skins and basic wall textures.
In UEd2 we have the ability to link a texture to another for hi-res display (everyone seems to have forgotten to use it).
eg. a dirt texture for a floor or wall texture.

I need to get it re-installed to check, but you should be able to "unbundle" a texture.
Start a new texture pack with anything to hand (UEd3+ allows you to delete unwanted textures), and then copy a texture across to the new pack.
The textures most likely to have the extra tags and dependencies are the metal and glass textures. Try one of those.
Now see if you can edit the texture in the new pack to remove the dependencies.
If you cannot, then yes certain textures will be easier to deal with after exporting.
