Ah....I remember that texture. I never thought it was a problem but a feature. I got it when I rendered the game in a low detail mode on software render-er. (16-bit colors, low everything as well) Back in the day of old computers that was actually a useful thing to-do.
Now though I haven't seen it in forever.
I would like to point out that you aren't supposed to see the texture on yourself. At least I've never seen that happen ever. The only time that has happened was when I got this low detail mode texture.
To test out if you truly fixed it you should check your Third-person model in game. If you don't see it on your hand or weapon it's most likely fixed.

So why isn't the hand or rather weapon golden-shiny as well, then..?

Actually that's the proper low-detail rendering of the shieldbelt over the weapon. The high-detail version is a separate actor in the shape of the player, while the low-detail version is an overlay texture. The high-detail actor really only affects 3rd-person view, while the low-detail texture is propagated to the player's weapon automatically.
