Just installed UT99 in new computer: Windows 8.1. After tweaking "UnrealTournament.exe Properties" compatibility mode to something pre-Windows 7 (tried all except Vista), game now at least gets to black screen for a few seconds, then terminates. Installed direct X "June 2010" stuff per 'https://www.ut99.org/viewtopic.php?f=8& ... 8.1#p78221'. Still crashes. Played with the various Settings (16 bit color, 640x480 mode, etc.) Nothing seems to work. I currently have everything selected in Settings except "Enable this program to work with OneDrive files", Windows 98/ME.
I am trying to get a UT LAN party set soon, and appreciate any advice offered.
I searched for a support/issues forum and did not see one, so I posted it here. Hope that is okay.

Sorry. CD install. First edition (so far as I know. predates GOTY edition). Maybe this isn't UT99? It is the original UT.

How do I use DX10? I have looked though the .ini file and changed from the default software to opengl without any impact. Unless the ini file is write protected. I seem to recall reading a post about .ini file issues.
When I set the same compatibility settings for UnrealEd.exe and launch it, at least I get a popup complaining about "Wrong version of run-time DLL" error. That smells like what you are saying FXANBSS.
I can't get far enough to spell out which gfx driver to use.

Have you had a look in the log files of the game? They can be found either in the LOGS or in the SYSTEM dir of the UT installation.

good suggestion Barbie. Unfortunately, the log directory only has the default "delete_me.txt" file in it. The only other text files that exist in "C:\UnrealTournament" are in the NetGamesUSA.com folder.
I think I will explore a possible .ini write protection issue (Windows might not be using the .ini file I am editing?). Can this be the/an issue?
Does anybody know how to set UT to using DX10?

You need at least v436 patch (Use the NODELTA patch)

Compatibility modes are not normally needed for playing UT99.
The full DirectX update is required for all versions of Windows.
The UT install may not be correct if system security messed with the install.
Try using compatibility modes with the installer. Disable "DEP" for the installer. Disable AV during install.
Make sure the CPU is busy or your power profile is at max performance during install (avoids random speed issues).
If all else fails, install on an old PC and copy the folder.
You need to disable "DEP" for some old software. UT, Unreal and UEd will have to be excluded.

If you have an nVidia use the new OpenGL
If you have ATI or intel use the new D3D9
Use DirectX 9 or the new OpenGL for the fastest rendering, or DX10 or 11 for a very slow but compatible "proof of concept" renderer (or if you did not use the full DirextX update).
NOTE: Until someone makes use of the DX10/11 features, they are just a curiosity.

Kentie is still developing, but Chris stopped many years ago and handed over to Smirftsch at OldUnreal where newer versions have been released.
As Chris no longer releases new versions consider his builds to be obsolete/superseded for the past 5 years, and you will get no help with any bugs.
