Bots that show up in UTSpy and number of players

I have seen a few servers that show, say for example 8/24 players on the server but you look and they are all bots. They have no ping and when you join the number will reduce to 7 bots and you. OK so here is my question. How can you make a bot show up like a human player in UTspy and in the game browser. They even show up on game tracker. Is there a setting in UT99 to do this or is it a mutator?
