Try reinstalling UT.
If that doesn't work, it means that there is some software, or maybe windows its self which is causing all your problems.
Uninstall software that were installed when UT went wild.
Reinstall windows...

I already tried reinstalling ut, reinstalling windows sounds like too much of a hassle =/
