Is it possible to freely combine skins with faces?

I would like to ignore UT's presets that certain skins come with certain faces and rather combine them freely. Is that somehow possible? I mean the standard UT characters, not any imported ones.

You have to do that within the coding of the skin itself. The skin declares the face.

As I'm not proficient in UT technology issues, how would you do that and is it difficult?

There are a bunch of "how to make a skin" tutorials, just google one. The problem is that for you to change a face, you'll force another download to your players of the same skin they already have. Not really a big deal of itself but if you have too many unique packages, you'll lose a certain amount of people who simply leave a server after too many custom skins are force downloaded on them (I'm one of those too).
