The name is Jester. Jester skin has beena very popular public skin for the old UT99 community, I've seen it a lot on old Demo servers.
It's also been used as a base for a large number of other skins.

Notes: This is my second complete skin for UT. This was originally supposed to be a Grim Reaper type skin, then some guy with bone armor, it ended up as a "Court Jester" type skeleton skin. I am pretty happy with it. I don't care much for the team color versions, but my options are rather limitted since I can only use 2 of the four textures for each team.

I thought Jester was a clown skin. LOL.

That look like a clan skin to me as well, it remind me of [LAGG] clan.
