Reply PMs to more than one person

I have been often confronted with not being able to write a PM to more than one person, even if I got the option "reply to sender and all recipients". All it says is
You tried to send a private message to too many recipients.
and it just picks randomly one person to whom I can write the PM.

Is it a feature that is only reserved for Honorary members and Mods/Admins?

Looks like this is the case and this would not make any sense (I mean to hold this feature for "normal" users off).
I can send a PM up to five people (still not enough to me in some cases). I wish this could be increased to 10.
