Thankfully there has only been 1 security issue between the running version and the newest version.
All the rest is site functionality and database changes and fixes;

I agree with Shade on the basis of security as it won't fix much, but if the reliability issues may be fixed with a newer version, then obviously that is something we will need to look at.
I also understand that a major site update with these pick and mix systems, can bring it crashing down.
Any of the major Wordpress updates that require root access, have had me sweating and holding my breath during the update, and as Shade points out the site plugins are often the culprit.
Even when it all goes smoothly, you always treat the situation as if it will fail. I would never do it without knowing I had a working plan-B.
So for now this is not an option until Shade has time for a full review.

It is worth doing an audit, and seeing what the options are, but don't expect any changes for a while.
Perhaps some of the plugins can even be removed if the functionality has been built-in. Often some plugins may not be available for the update.
It will take a while to cross-reference everything to see what benefits there may be, as there is a big mod list.

the auto upgrade feature works very well for phpbb3.. all you need do is a back up if al fails its not that big of a deal. You are running the default phpbb theme which makes it even easier to upgrade. try upgrading with multiple themes. then I can see maybe being a little nervous.

I almost lost this thread.

I was having connection time out couple of hours ago. Higor also said that the site wasn't loading for him, and someone from Euro side said it was up for him. Just thought I'd let you know.

For me was it the same with pages from America, a few days ago.
European and Asian pages worked well.

Same here, yesterday at 11 pm my time, I had that problem too. At least it's ok now.
