Skimmed his other posts on that forum, he had 1 other map but there was no download there.

Not that it is important, but the link you posted is to an .uz (compressed version) of the map - it's on the same page in the thread on the BU forum as the link to the zip :-
It's a fascinating and unusual map - the quirks are due, I think, to it being unfinished - one of the most unfortunate quirks is that, although the ideal player count is 8-24, there are only 4 PlayerStarts!! (That's something else that suggests to me that the map is unfinished). It is certainly worth having a look at for the design and the features it includes - I'm not convinced by the actors that slow down player movement but I presume there is a reason for them that fits in with the overall concept.
UPDATE - the visible trigger is deliberate - you are supposed to look up after triggering it - I think the flag is supposed to drop down.
