Self extracting RAR containing all 5 base packages as one "MASTER FILE" If you already have the original downloads from http://www.uttexture.com you can use the torrent stubs to seed your copies.
Shareaza, Peerproject, Quazza (or similar) users can help more as their shared files show up across more networks.

So is this thread only going to contain the low-end S3TC textures or will it contain the mid/high end versions as well?

What's this? It's new? I remember i downloaded S3TC textures before, now i am not using them, very high and low textures is weird.

This thread will contain all 3 sets of masters, plus any others I find multiple mirrors for.
The small pack is going up first, just so it is at the top and I can concentrate on a layout that is easy to use.
Most of the metalinks are now made and contain 4 to 5 mirrors and an optional edonkey link.
Metalinks can either contain multiple sources of the same file, or multiple parts of a set.

I keep moaning about how I never see people utilise the power of super-fast, verified downloads. so I better get some done that are relevant to some big UT files that are part of a series.

Yes very true FXANBSS mixing resolutions can look weird in some custom maps but;
1) you won't see it in maps with standard textures (try FragNbrags Epic-Town)
2) the lowEnd pack is similar to the ones on CD2, and so makes the perfect non-borked replacement
Try the small pack and if you notice low res textures then criticise the mapper for using such crappy textures.

Can I mirror it in Dropbox to help? If I ever could mirror using Dropbox (as if I couldn't for some reason)?

Might make sense to put them up on Rushbase (if possible)...?
