What is the question, indeed?
All the necessary info on the IPTC master server installation has already been posted on this and on unrealadmin forum...
Anyone with permitted access to unrealadmin and ability to read the text and follow the links can easily find it, including that php script (in zip archive) that was posted in the mentioned topic of that unrealadmin forum, and also all the fixes that must be applied to make it functioning with modern php8+ and updated maxmind's geoip databases.

I’m currently working on my UT99 testing server and I would like to share also my IPToCountry service with the community.

I see country flags correctly , but how do I know if other players can see them too ?
Some players have told me they don´t see them at all.
