UT99 Server PowerShell Tools

Hi Everyone,
I recently tried to set up my own server (shout out to Roemer for his docker server) and had a lot of trouble getting it to show up in the master server lists.
It doesn't appear that there are a lot of tools available to troubleshoot the servers or the logs are misleading, and it seemed as though others have had the same sorts of problems I've had.

It's hard to know if your IP address and port are on the list returned by the master server or if your game clients are just unable to query the server. So I wrote a PowerShell Module to try and help with these things. It's written in PS Core so it is cross platform and I've tested it on Ubuntu and Windows 10.

If any of you have suggestions on things to add, or improve, feel free to contribute directly to the project or just add an issue on GitHub.

I hope it's useful for at least some of you.
