Recieving/Sending maps speed?

I noticed when joining any other super-popular server I can easily receive maps and mods and such in about 30secs.
But when I tested joining my own server on another computer I receive maps veryyyy slowly.
Is there any setting that will allow UT99 to use more of my bandwidth to send those files to people who want to join?
