Siege IV [0028]

Public release of what at some point used to be SiegeUltimate, includes most of the old Siege versions' content and completely (?) bugfixed.
More flexiblility when it comes to game modes, better customization options and more compatibility with other mods/mutators.

Most setup instructions in Readme and a couple of utils for Mapping/Servers.
As always, can be seen in action on the Development server with the latest experimental stuff running on it.
