Looks like this is purely a control bug and not linked to the renderer. What are your input parameters for mousecontrol (Raw input, etc)?
You must construct additional pylons.

I copied the install of ut99 to my imac that is running windows 8.1 via boot camp and encountered no issues.

It doesn't seem to be they mouse or install settings.

It could be windows 10, or that I'm running windows 10 in parallels.

I finally found my issue...

It was due to Parallels....

There's an option under Hardware -> Mouse & Keyboard and is the setting "Optimize For Games" and I had it set to Auto when it should have been enabled.

It apparently reduces input lag, mouse acceleration from macOS and passes the raw data to windows to clean up.

I'm mad that it was this setting, but glad it's figured out.
