Pick some deco, see "texture", set in display, below texture in the properties. to Translucent.
Looks like they used that water fall, or fire effect texture from Unreal, or the unrealshared.

Texture can be set in two ways - in "Texture" tab at "Display" default properties (when bMeshenviroMap is true), or as skin in "Miltiskins" section in same place.
Using second way you must know which slots of multiskins used for defult texture - place texture in turn into each slot and check what happens. When texture changes to some you used - you found needed slot.
Multiskins are used to map multiple textures to the complex model, up to 10. I researched a lot in this part of engine when converted skeletal models

Installation
============
To use put the files in the System folder. To run the mutator on a server add the line below to your server ini:
ServerPackages=SMoStartMarker
To start the mutator, load it webadmin or enter this command after adminlogin:
admin servertravel DM-DavidM?game=BotPack.DeathMatchPlus?Mutator=SMoStartMarker.SMoStartMarker
For mapvotela the name of the mutator is:
SMoStartMarker.SMoStartMarker
