Convert to 11kbps without sound recorder

Yeah so im making a voice pack of caboose from red vs blue but im on windows 7 and this sound recorder doesn't do anything but record and save. its junk if you ask me.

And yeah so i cut up my files and saved as individual wav files using fruity loops studio but now because win 7 is dumb and had to remove all the features of win xp sound recorder i have no way of converting. What the heck am I supposed to use????

If nothing can someone do it for me?

You need the ancient ModPlugPlayer

And use an editor for editing. Fruityloops is production software.
I recommend Audacity. (There is a new version, and it is finally out of beta state)

I don't mind to do simple conversion for anyone. Acid's files took < 1 minute to convert, repackage, and remail back to him. I'll do that for anyone provided you did all the cleanup and I just have to convert. I set up a batch program in Cool Edit Pro and it's click-click-done.
