"Mapper's Dream" is an awesome tool which shows all the packages required for a map, like textures/music/sounds/etc.
I found out about it from this thread: viewtopic.php?f=5&t=4220
Turns out it was made by someone called "Phanataz" who had a website and UT/programming forum which is no longer active:

Does anyone know Phanataz or anyone who might know him?
I would like to contact him to ask for the source code of Mapper's Dream to develop it further!

There is a similar program UnrealDeps 0.1.1.
If you want to code a dependency manager by yourself, you can use the Delphi library for UT packages. Maybe you can either code it yourself in Pascal or port the library to C or whatever your favourite language is. (I remember also a Perl library for reading packages.)

If I am not wrong and nobody else had the same name he was involved in "The Realm" server, https://www.gametracker.com/server_info ... .128:7777/ but as an ingame message suggests he died already.

Him and I were very good friends in real life. I can confirm that he passed away on 12/24/2011. He was an amazing coder, friend and gamer. We had a ton of fun on Steam and goofing off at work. RIP Dan. You are loved, missed and thought of daily.

Sorry to hear about Phanataz. He must have been a great programmer if people still remember him and use his software today! RIP.
