TerrainEditor.zip - the latest version, but without tiles/textures, you need to make a textures directory there. Can output in .t3d.
TERREDIT.ZIP - this is very old version which apparently cannot output in t3d and most probably was tied to the early 97 engine terrain system to begin with. They experimented with warfare-like terrain early 97 even though no build of this survived.
Jason agreed with releasing this to public, so you don't need to worry about illegality of this or something like that.
This was originally created for the unpublished game The Circle.

A complex RPG game, the terrain would be main feature of landscapes etc.
The story centered about a powerful artifact called "the circle", which would have the ability to swallow continents/lands and bring about "the end of the world" of kinds. Kind of scary. And the players/factions and many creatures would battle for it. (I haven't read the story for a while so pardon me if I got the details wrong)
No actual build of the game still exists as far as we know. Though lots of the other material survived, including this tool.

Sounds like it would've been a great game, shame the game wasn't published :(

In practice I think it would be too complex or its time. But several people who workd on original unreal as contribute to this game. I didn't hear the music-this wasn't recovered, by Alex Brandon. But Dave Carter was doing the models work, while Daniel Cook, who did the original editor icons etc, made most textures/test maps.
