Form designer?

Is there a tool for UT that'll let you drag and drop controls, create event handler stubs for (for example) button clicks, and choose colours and form dimensions out there at all? I'm thinking of a third party utility that would - once all controls were placed - generate all of the uscript necessary to replicate the form layout in-game with a button press.

I have never heared of such a tool for UT1. Keep in mind the complexity of this kind of tool would be similar to a Java Swing designer, and there are hardly any developers left that put nearly as much effort into such an old game. (I suspect the only reason UT200x has a built-in GUI designer mode is the simplicity gained from subobjects and the new GUI implementation.)
