Basically - it is Best to keep your server at the Default tick rate - 20.

Linux Servers (rental) are already upped a bit as the article suggests.
This is because Linux lags the tick a bit so to compensate you can up it a bit.

Does anybody know, if I compress my packs in .uz files for faster download, have the clients users unpack these manually or not?

The game "unpacks" the .uz files automatically on the client's computer.
The client doesn't have to do it manually, but you can also "unpack" the .uz files manually IF you want to.

Is there any way a server can upload files to a player faster without using redirection? At Unreal the speed is considerably faster, and in the oldunrela patch theres allowfastdownloads bool variable. I am asking because 3 ran out of money to pay for private hosting redirection space and haven't found alternative yet, the server has very slow downloads now due to that. I wish there was a mod that modified the ipdrv stuff just like nephthys for unreal for example.

Try the UT-Files re-direct http://news.ut-files.com
The actual folder URL is http://uz.ut-files.com

If that is down or slow, you can add the Coral CDN extension and use http://uz.ut-files.com.nyud.net
You can try this with any URL, including the one you are having problems with.
Once the data is in the Coral cache, it will be served-up to the person downloading, from the closest server.
Check http://www.coralcdn.org for info

Actually, 3 needs his own private redirect server, not the public one, because there are certain packages that others uploaded different version of that and would cause mismatches when connecting to the server. He warned about this but the other admins did not want to update the certain packages so he had to use his own redirect, I believe he used a prepaid private version of this. If the public redirect was an option, that would be much easier but it isn't.

Ah, yes very valid point! (very unfortunate and all too common).
Well if the space is no problem, but the bandwith/speed/reliability is the problem, using Coral CDN may well help (totally free)
They have servers all over the world, so people will get data from a geographically local node.
http://www.coralcdn.org/maps/
I use it to access a few Australian sites that are normally slow sending data to Europe, but mostly I use it to access large files on sites with a bandwidth cap.
Try browsing this site via the CDN and see what you think, and if it is any use.

That makes it slower for some reason for me than loading the site normally. But I will let 3 know, however the site doesn't really sound that trustful to me, I don't get how it works and if they offer any hosting space (and what if they can trace the packets and/or logins since the traffic goes to them). It seems that it is just another redirect but you need to have the hosting space, right? I am kind of confused by this. But this doesn't sound like alternative to me.
