I just figured out a way to do this! All it takes is editing UnrealTournament.ini (usually located in C:UnrealTournament/System).
Open it and find [Botpack.DeathMatchPlus]. Change the line "InitialBots=16" to "InitialBots=32" or however many you want. You can change it to 48 or 64 but I don't recommend going much higher.
You can do the same for Botpack.CTFGame, Domination, Assault and TeamGamePlus by changing MaxTeamSize. Before you close the ini, find [Engine.GameInfo] and be sure to change MaxPlayers=16 to 32 or whatever number you wish.

Cool, now I don't have to type AddBots 50 in the Console any more
Oh, and from what a friend of mine tested, UT can usually handle up to 255 bots before crashing

Heh... I love to use NukeDeath on an enclosed map like DM-Fractal.
