The skybox is a standard room, like any other. The only difference is, that it contains a SkyZoneInfo instead of some other type of ZoneInfo actor. Other zones with fake backdrop surfaces cause the skybox to be rendered before the zone itself is rendered. Fake backdrop surfaces are not rendered at all and as a result you can see the skybox there. If you are outside the level (i.e. inside solid level geometry) the game may also choose to render the skybox, but you aren't actually inside the skybox. You can tell the difference by moving around: You will know that you are actually inside the skybox because the box itself moves relative to you and your view angle changes, not just your view direction.
