From your link, click on "Textures" on the left menu. Then click the type you want: "Low", "High" or "Extreme End". Then click "Stock UT" and there they are.

Yeah the official site is split between info and actual files, so you easily get lost.
Thankfully I found a couple of more useful ways to get them.

the UT and user ini files get updated all the time. It will have the last map and server you used for example.
Open and close UT without loading a map or changing any settings, and it will update the ini.

Custom content will usually have the instructions in the ZIP or RAR. Most files go in the same folders as the regular UT files.

If you are talking about, "where is all the stuff you got when you connected to a server ?" then it is in the cache folder.
You need a cache converter to rename and move the files, but it is more reliable to grab a copy of the same install they used.
If you use a cache ripper tool, you will not have the int files for things like weapons and mutators, so they don't show in the mutator list or mod-menu.
Cache-ripping should only ever be used to fill the gaps when you can't find something, as you will have no idea which versions of mods you have.

S3tc texures first patch Original textures then download the highend textures, or whatever you videocard can handle.
raynor did post a very good turtual for the best settings and installed programs to optimize your videocard.

*sigh*
It is not even a useful thread to post in, as it has the wrong name.
