WORM is a great mod, but I was wondering if there is a mutator that allows you to spawn with extra weapons.

It should work, although that wont allow you to spawn with extra weapons, it will allow extra weapons to be spawned
when players/bots/monsters are killed.

Nerd I have a very basic script that will allow you to alter the loadout a player starts with, if you want to use that. It doesn't have a bunch of features but I used it because it was so simple in never interfered with anything.
