Dots did this as a proof of concept. I think Zombie did it also but I know for sure Dots had a server running that anyone could join.
I have this, but its complicated to setup, it works with a sql and database, all files have .Dat or .map extentions, so everything has been compiled to work with a database imo, should investigate it to the bottom to see how it works exact.

I found such a... package allowing UT player in U1 server even mentioning some address. Then... This was from UT client - And now let's see who will provide a download for such a server with a minimal configuration.

Forged object means a bit of glitching toward compatibility... but I did not crash...
Else... with regard to super duper compatibility from UE1 games. I dropped Core and Engine files from Unreal into UT... Funky things were happening. If it would be that easy, every player could update UT'99 to a better/newer engine version but, it's not like we can fly without wings. Umm... yes I did that in 2013 when in a said update to Unreal (227) has been claimed that fix for PlayerCanSeeMe() crash specific to default "Windoze" servers - mixing files went wrong due to dependencies and new classes... Here is a network good hack (still flawed a bit) but at least it looks operational.
