There's an exploit in the game that allows you to fire 2 weapons at the same time (it doesn't work in all weapons, just specific combinations of 2). The usage of this exploit is often called multi-gunning.

Thus, what this mutator does is to avoid that exploit, by killing violently anyone who's detected to be trying to use it.

Anti-tweak and anti-cheat mods do not detect this, but mainly because they're not really monitoring this.
As far as external mods there is to detect this, I only know the one I did (I don't know if someone else did something similar), however there are cases in which instead of being detected, it's avoided and completely fixed instead, for example: Siege Ultimate (in this custom gametype, this exploit is completely fixed by modifying the weapons themselves to prevent it).

If you host a server with custom weapons you need not to worry about this "bug", it's an exploit in one of the default weapons. The problem is not present in say a sniper server or a SLV server. Not sure I'm allowed to say which weapon it's all about? But it's no cheat, just a flaw in Epics code and only a problem if one particular of the default weapons are in the map.

What TheDane meant was that if you use arenas with one specific weapon alone, you never have that problem because this exploit can only be done between a combination of 2 different weapons (actually up to 3 different weapons at the same time).
Now, if the server uses all the normal weapons, then no matter if you use ZP or any other mods, this exploit is still open to be used.

Also, it's not just 1 default weapon, there are actually 2 with this problem. I won't exactly reveal which ones and the method to do it, but to work you need at least one of those 2 weapons with a good amount of ammo, and you need to prepare it beforehand to use the exploit to its fullest, so in a fast gameplay server or in close arenas no one has generally time to use it, so it only has been a real problem in some gametypes.
