Why is my sign missing? It was a small picture, I don't have that picture in my PC since I reinstalled Windows from scratch D:

It's missing because the other side where the picture was changed the path or deleted the content.

Looks like the {www.ut99.org|ut99.org}-problem. Remove the "www." of the URL and the picture shows up. (At least at others, I have blocked that big picture )

Did the domain change anyway?
