Problem ucc make

can you please help me, I cannot figure out why the ucc make command does not work, I recently compiled two, it worked, again I try to create the same bat file with ucc make again doesn’t work wants me wines 10 all patches are installed

the problem in the video is shown

the problem was solved it was necessary to run the map editor before compiling

Wired. I always compile packages without using UnrealEd.
