I cannot install UTChaos Character Skin Mod Pack through cmd.exe. At least I was trying.

Yeah, I was going to mention UModTool and UModBrowser which are what I use - so there's a load of choice out there!.

BTW, ChaosUT is NOT a skin pack. It is a mod, a really awesome mod. But NOT a skin pack.
You won't find rabbits in there either...
