Here's those two (I assume you mean a UT99 called 1on1-Serpentine converted from UT2003) - I haven't checked if they need any additional files so have just zipped the maps.

Are the rest actually UT99 maps as some seem to be for UT2003/2004 or, at least, there are maps with the same names for those two games? Are you actually asking if someone can convert those maps to UT99?

An automated port is likely out of the question. You might be able to port over basic BSP structure, maybe even nodes and lights. But not all actors, meshes, and even textures can be ported without extra work, if ever. So more likely is a complete rework from scratch for each map. Suit yourself.
