Movement Speed
The slow movement speed of ut99 is jarring for me, as ive played tons of ut2004 and ut3. Is there like a mutator or something to increase over all movement speed. I do not wish to increase game speed.

If you are finding UT 1999 slower than UT 2004, then there must be something wrong.
Tempura, you have many threads here. On one you want to know how to obtain the maximum quality. But then on others, you complain about framerate loss and slow speeds. And after seeing your computer specs, I think you are going to have to make adjustments if you want to find the right balance between quality and performance. I know, cause my specs are very similar, and I too had to adjust. For starters, please let me know which renderer you settled on, and how much fps you are getting on average. Also, check that you have vsync disabled.
(One last thing, in your case, do not even think about D3D11)
