Well, I can say what I use personally:
- MilkShape 3D: for modelling and animating, since it has a built-in exporter for UnrealEngine 1.x (UT)
- LithUnwrap: to build the 3D models UVs (since it has direct support for MilkShape 3D files)
- Notepad++ with custom UnrealScript plugin: to make the code
- UMake: to compile the whole thing into unreal packages
For skins, textures, sounds, etc, I use Paint Shop Pro, Photoshop and Paint (for skins/textures/sprites) and GoldWave/Sony Soundforge (for sounds).
Again, these are personal preferences of mine, it doesn't mean they're the best ones, but they are alternatives.
As for tutorials, there aren't many around, thus I am building my own here: http://www.ut99.org/viewtopic.php?f=57&t=4483
However, it's still very far from the weapon making tutorials, but should be a place to start if you never made any mods for UT.
From there, you can check other pages like:
