Hi, FYI, I was looking for the exact same thing for UT 99' and found a mutator that does a great job.
Go to:
http://unrealtournament.99.free.fr/utfi ... ?dir=Mods/
and download Tps.zip. This does a decent job and is comparable to the ut2k4 3rd person mutator. Looks like it was still in development and never finished, but it does the job for me.
EDIT: Also nice to see people still playing with UT99 around 14 years after it was released! Just revisiting this great game after so many years.

Tried that tps.zip thingy, and I got to say, it works pretty neat
both the crosshair and a little laser appear. Also it's nice to see that you can adjust the angle of the camera a bit by the ini options.
